
THE BUREAU OF
INDIAN STANDARDS
(ADVISORY COMMITTEES) REGULATIONS, 1987
G.S.R. 1032 (E) - In exercise of the powers conferred by sub-section (1)
of section 38 read with clause (a) of sub-section (2) of that section of the
Bureau of Indian Standards Act, 1986 (63 of 1986), the Executive Committee
of the Bureau of Indian Standards, with the previous approval of the Central
Government, hereby makes the following regulations, namely:-
1. Short Title and Commencement -
(1) These regulations may be called the Bureau of Indian Standards
(Advisory Committees) Regulations, 1987.
(2) They shall come into force on the date of their publication in the
Official Gazette.
2. Definitions - In these regulations, unless the context
otherwise requires -
1. "Act" means the Bureau of Indian Standards Act, 1986 (63 of 1986);
2. "rules" means the Bureau of Indian Standards Rules, 1987;
3. all other words and expressions used in these regulations and not defined but defined in the Act or the rules shall have the meanings respectively assigned to them in the Act and the rules.
3. Advisory Committees
(1) The Advisory Committees as specified hereunder which the Bureau may
constitute under sub-section (1) of section 5 for the efficient discharge of
its functions shall have the functions as specified against each :-
(a) Financial Committee - It shall advise on policy matters
relating to -
1. long-term mobilization of financial resources,
2. annual budget;
(b) Certification Advisory Committee - It shall advise on policy matters relating to -
1. development of certification activities of the Bureau in the country and abroad,
2. coordination of certification activity with other organisations using Indian Standards,
3. collaboration with organisations abroad which are dealing with certification,
4. formulation of guidelines for assessment of quality assurance,
5. other matters regarding certification;
(c) Standards Advisory Committee - It shall advise on policy matters relating to -
1. harmonious development of standards,
2. establishment, publication and promotion of Indian Standards,
3. collaboration with other standards formulating organisations within the country and abroad,
4. Bureau's role in the activities of international organisations in relation to standards,
5. formulation of guidelines for the effective functioning of Division Councils and reviewing their activities,
6. other matters regarding standardization.
(d) Laboratory Advisory Committee - It shall advise on policy matters relating to -
1. establishment, operation and expansion of laboratories,
2. testing activities to support research and development programmes of the Bureau,
3. participation in national and international accreditation system for testing and also for calibration,
4. formulation of guidelines for facilitating the Bureau in recognizing any laboratory in India or abroad for the purpose of testing and associated activities in accordance with sub-rule (2) of rule 10,
5. other related laboratory matters;
(e) Planning and Development Advisory Committee - It shall advise on policy matters relating to -
1. long-term plans including Five-year Plan proposals,
2. corporate planning of the Bureau,
3. other matters regarding planning and development;

**(g) Consumer Policy Advisory Committee - It shall advise on policy and other matters relating to -
1. standards formulation activity to ensure that consumer interests and consumer view points are adequately taken care of;
2. ways and means to propagate the Certification Marks activity as a means of consumer welfare;
3. on the need for changes in the structure of Bureau of Indian Standards activities in existing, or in new product or service areas in as far as consumer welfare is concerned;
4. participation in the meetings of international Organizations and consumer bodies such as Committee on Consumer Policy (COPOLCO);
5. communication between Bureau of Indian Standards and the common consumers especially with the objective of enhancing the public image of Bureau of Indian Standards;
6. participation of consumer organizations in standards formulation work;
7. liaison with Central Consumer Protection Council; and
8. any other matter of relevance to consumer interest.
##(2) Each Advisory Committee shall consist of a Chairman and such number of other members, to be appointed by the Bureau from amongst its members, as provided hereunder :-
(a) Financial Committee
i) a Chairman,
ii) six other members;
(b) Certification Advisory Committee
i) a Chairman,
ii) six other members;
(c) Standards Advisory Committee
i) a Chairman,
ii) nine other members;
(d) Laboratory Advisory Committee
i) a Chairman,
ii) six other members;
(e) Planning and Development Advisory Committee
i) a Chairman,
ii) six other members;
(f) Consumer Policy Advisory Committee
i) a Chairman,
ii) six other members.
(3) The Director General of the Bureau shall be an ex-officio member of
each Advisory Committee.
(4) The term of office of the Chairman and the other members of an Advisory
Committee shall be two years or till the expiry of the tenure of their
membership of the Bureau, whichever is earlier, and they shall be eligible
for re-appointment.
(5) The Chairman or any other member of an Advisory Committee may resign his
office by forwarding his letter of resignation under his own hand to the
President, and such resignation shall take effect from the date of its
acceptance by the President or on the expiry of a period of one month from
the date of its receipt by the President or on the expiry of the tenure of
his membership of the Bureau, whichever is earliest.
(6) When a vacancy occurs by resignation of a Chairman or any other member
under sub-regulation (5) or otherwise, the Bureau shall take steps to fill
that vacancy by making an appointment from amongst the members of the Bureau
and the Chairman or the other member, as the case may be, so appointed shall
hold office for the remainder of the term of office of the Chairman or the
other member in whose place he is appointed.
(7) A meeting of each Advisory Committee shall be held at least once in
***twelve months.
(8) A notice of not less than seven days, from the date of issue, shall be
ordinarily given to the members for each meeting of the Advisory Committee.
(9) Every notice of an Advisory Committee meeting shall specify the place
and the day and hour of the meeting.
(10) The Chairman of an Advisory Committee shall cause to be prepared and
circulated to the members an agenda for the
meeting not later than three days before the meeting.
(11) The minutes of proceedings of each meeting shall be circulated to each
member of an Advisory Committee and shall be confirmed at the next meeting
with or without modifications, as the case may require.
4. Travelling and Daily Allowances to
the Members of the Advisory and Technical Committees
(1) The members of the Advisory Committees including the Chairman of each
such Committee, and other members of the technical committees that may be
constituted under sub-section (3) of section 5, representing the Central
Government, State Governments, Union Territories, Statutory and autonomous
bodies (other than those specially approved by the Executive Committee),
public sector undertakings, trade, industry and their associations, and also
the Members of Parliament, shall not be eligible to draw any
travelling or daily allowance from the funds of
the Bureau.
(2) Travelling and daily allowances to the
members of the Advisory Committees, including Chairmen and the members of
the committees that may be constituted under section 5, other than those
specified in sub-regulation (1), while travelling
within the country with prior concurrence of the Director General, may be
admissible from the Bureau for attending meetings and discharging any duty
assigned by the Bureau or the committee concerned.
(3) The rates of travelling and daily allowances
admissible to the Chairman and members covered by sub-regulation (2) shall
be the same as applicable to non-officials attending the meetings of
committees set up by the Central Government.
