Information on Export of Cement to India/Import of Cement to India

 

i)                    Various types of cements are under Mandatory Certification in India implying thereby that cement carrying BIS Certification Mark (ISI Mark) can only be manufactured or imported in the country.  The licence for use of BIS certification mark i.e. ISI Mark is granted by Bureau of Indian Standards.

ii)                   Import of cement is governed by DGFT Notifications No. 44(RE-2000)/1997-2002 dated 24th November 2000 and No. 29(RE-2004)/2002-2007 dated 28th January 2004, under Import Policy.

iii)                 The Quality Control Order for Mandatory Certification of Cement is available under the link at BIS Website http://www.bis.org.in/cert/goinc.tif, the BIS website address is www.bis.org.in. 

iv)                 For obtaining BIS Certification licence a foreign manufacturer can make application under Foreign Manufacturers Certification Scheme

The Importer Certification Scheme which was earlier available for cement subject to conditions stipulated in DGFT notification No. 29 dated 28th January, 2004, now stands merged with Foreign Manufacturer Scheme in view of DGFT notification no. 4/(RE-2007)/ 2004-2009 dated 1st May, 2007.(http://164.100.9.245/exim/2000/not/not07/not0407.htm)

According to this notification cement can now only be imported from manufacturers holding licence to use ISI mark under Foreign Manufacturer Scheme of BIS.
