A one day Interactive Seminar on “Bicycle and its Components – Standardization” on 22 March 2007 at R & D centre for bicycle and sewing machine, B-38-39, Focal Point, Ludhiana (Punjab) was organized by Transport Engineering Department of Bureau of Indian Standards.  The seminar was attended by over 50 participants from all major Bicycle manufactures of India, components manufacturers, Officers of R & D Centre for Bicycle & Sewing machine, Ludhiana, BIS licensees of bicycle components and senior officers of BIS.  Sh. S. M. Bhatia, Deputy Director General (Technical), BIS was the chief guest in this seminar.

 

INAUGURAL SESSION

 

In his inaugural address Sh. S. M. Bhatia, DDGT, BIS, while highlighting the need of conducting such seminar, emphasized on the need for more interaction between industry representative and BIS. He highlighted the work done at National and International level in the area of bicycle and its components. He mentioned that the Secretariat of ISO/TC 149 was held by India till 1999. It was unfortunate that because of our inability to provide appropriate response, India had to surrender the Secretariat. He urged the Industry to explore the possibility of taking back the secretariat of this important ISO committee. India being a signatory to WTO and a large exporter of Bicycle and its components, he stressed on the need for increase in participation in the formulation of International Standards so as to adopt them as National Standard without any problem.  He hoped that all the participants will actively participate in the deliberations and give their views so that concrete recommendations will emerge from this Seminar.

 

Sh. Paramjeet Singh, Chairman of Bicycle Sectional Committee, TED 16 and General Manager R & D Centre for Bicycle and sewing machine in his keynote address informed about the role of their centre in the research work and developments made in the area of bicycles. He also appreciated the efforts made by BIS in organizing this seminar to create awareness among Industry about the standardization work done at National and International level.  He requested BIS to organize such seminars IS wise or Product wise which will give more fruitful results.

 

Sh Rakesh Kumar, Head (TED) formally welcomed all the delegates attending the seminar and highlighted the objectives of the programme.

 

 

 

 

TECHNICAL SESSION

 

Technical Session was chaired by Sh. S. M. Bhatia, Dy Director General (Tech), BIS. Six technical papers from BIS, R & D Center for bicycle and sewing machine and representative of industry were presented.  In these presentations detailed information on standardization at National and international level, R & D work done and world wide scenario of Bicycle industry was shared with the audience. 

 

Sh. Rakesh Kumar, Head (TED) of BIS presented paper on Standardization in the field of Bicycle and its components. In his presentation he apprised the participants about the various activities of BIS including the process of formulation of standards at National & International level. He highlighted the standards formulated by Bicycle Sectional Committee, TED 16 and ISO Standards of ISO/TC 149.

 

Sh R.S. Bains, Dy Manager (Design), R & D Centre for Bicycle and Sewing m/c highlighted about the activities of R & D centre and developments made in the field of Bicycle and its components.

 

Sh. G. Ramprasad, President All India Cycle Manufacturers Association and President TI cycles, Chennai in his presentation highlighted the worldwide scenario of Indian Bicycle Industry and challenges ahead with the industry. He compared the status of cycle industry with that of Auto industry of India and stressed the need to upgrade in line with Auto industry to compete in international market.

 

Sh. R. Pasricha, Vice President, Avon cycles highlighted about the role of National Standards in their organizations. He stated that Indian Standards keep pace with globally available standards and urged BIS to reduce the time taken in final printing of standards. Looking at the size of industry, he was surprised to note very few BIS licensees of cycle components.  He stressed on the need of bringing more and more components manufacturers under the BIS certification scheme.

 

Sh. Y.N. Gupta, Vice President (R&D), Hero cycles also highlighted about the role of National Standards in the industry. He shared few mantras of product design and useful tips from Japanese culture to improve quality of Indian products. He also discussed about the issues related to IS, ISO and CEN standards on bicycle.

 

Sh. B. R. B Singh, Joint Director, BIS, Chandigarh presented a paper on Product Certification Scheme of BIS.  In his presentation he informed the audience about simplified procedure for grant of licence.

 

Presentations were followed up by Q & A session and conclusion by Chairman Sh. S. M. Bhatia.

 


RECOMMENDATIONS

 

After useful discussion and deliberations in the Seminar, the following recommendations were made:

 

1)      The two Indian Standards published on safety of bicycle i.e. IS 10613:2004/ISO 4210:1996 Cycles – Safety requirement for bicycles and IS 15533:2004/ISO 8098:2002 Cycles – Safety requirement for bicycles for young children should be brought under mandatory certification so that the common consumer will get the product which meets the safety requirements as specified in the standards.

 

2)      Components of bicycle be brought under mandatory certification.

 

3)      BIS may formulate standards on Electric Bicycles

 

4)      Product wise/IS wise Seminars may be organized for the benefit of industry.
